Santee Cooper Board promotes Singleton and Bennett


MONCKS CORNER, S.C. — The Santee Cooper Board of Directors approved two new officers yesterday. Arnold R. Singleton is now a member of the executive leadership team as the senior vice president of power delivery, and Charles S. "Sam" Bennett II is vice president of administration.

Singleton joined Santee Cooper in May 2014 as vice president of administration. He is a professional electrical engineer with senior project management experience in industrial, commercial and residential construction management, including a decade of experience in transmission, substation, and power generation projects, and personnel management.

In his previous job, Singleton was a project manager with POWER Engineers Inc., managing ongoing transmission and substation projects with Baltimore Gas & Electric Co. in Maryland and Orlando Utilities Commission in Florida. Singleton also has worked as a maintenance team leader and project manager for Southern Co.

Singleton has a Bachelor of Science in electrical engineering from The Citadel, a master's degree in administration and human resources from Central Michigan University, and is a candidate for a doctor of business administration from the University of Phoenix.

Bennett joined Santee Cooper in August 2011 as manager of economic development and was instrumental in developing new economic development initiatives for Santee Cooper, including a popular loan program that has helped about two dozen local governments and economic development corporations build spec buildings and other infrastructure to attract new industry.

Prior to joining Santee Cooper, Bennett led several city administrations, most recently as city administrator at North Augusta, S.C. He is also a former city manager of Clinton and served as assistant city administrator in Goose Creek.

Bennett holds a Bachelor of Arts in political science from Winthrop University and a master's degree in public administration from the University of South Carolina.
