Millar Named Director of Resource Planning

MONCKS CORNER, S.C. – Dave Millar, a veteran energy planner with a diverse utility background that spans two decades, has joined Santee Cooper as Director of Resource Planning.

Millar comes to Santee Cooper from Colorado, where he was Principal of Markets, Legislative and Regulatory Policy at Wärtsilä, a global leader in power technologies for the marine and energy markets.

His other experience includes leading the resource planning and procurement consulting practice at Ascend Analytics, also in Colorado, and working for San Francisco-based Pacific Gas and Electric Co. in the Regulatory Affairs and Energy Policy and Procurement departments. He began his career as an energy and climate consultant.

Millar has developed Integrated Resource Plans (IRPs), run power procurement processes and led stakeholder engagements for several utilities across the United States.

Millar earned a Bachelor of Arts (politics) and Bachelor of Science (Earth Sciences) from the University of California and a Master of Environmental Management (MEM) from Duke University.
